President Vladimir Putin issued a stark warning to the West on March 13, stating that Russia is technically ready for nuclear warfare. These comments come in the midst of heightened tensions over the ongoing conflict in Ukraine.

Russia’s Nuclear Preparedness

Putin declared that from a military-technical standpoint, Russia is prepared for a nuclear war scenario. However, he clarified that there was no immediate rush towards such a drastic measure, and he saw no need for the use of nuclear weapons in Ukraine.

Response to Potential U.S. Intervention

The Russian leader cautioned that if the U.S. were to deploy its troops to Ukraine, Russia would interpret it as a significant escalation of the conflict. He emphasized that the U.S. understands that any deployment of American troops on Russian territory or to Ukraine would be treated as an intervention by Russia.

Ukraine Talks and Warnings

Alongside his nuclear warning, Putin extended another offer for discussions on Ukraine as part of a new post-Cold War demarcation of European security. However, the U.S. has expressed skepticism about Putin’s readiness for serious talks over Ukraine.

The war in Ukraine has plunged Russia’s relations with the West into the deepest crisis since the 1962 Cuban Missile Crisis. Putin has previously warned the West about the risk of provoking a nuclear war by sending troops to fight in Ukraine.

Tensions Over Ukraine

In February 2022, Putin sent tens of thousands of troops into Ukraine, triggering a full-scale war and further escalating the ongoing conflict in eastern Ukraine that has been raging for eight years. The West is currently grappling with how to support Kyiv against Russia, which now controls nearly one-fifth of Ukrainian territory and is rearming at a pace much faster than both the West and Ukraine.

Nuclear Concerns

Putin’s public nuclear warnings have caused concern in Washington, breaking with the extreme caution typically exercised by the Soviet leadership over such remarks. While Washington has reported no major changes to Russia’s nuclear posture, the U.S. administration expressed particular concern in 2022 that Russia might use a tactical or battlefield nuclear weapon in Ukraine. However, Putin has stated that he never felt the need to use nuclear weapons in Ukraine.
